Transplanted my double fern leaf peony two years ago and some of it went to a neighbor. It looks very healthy so far and has doubled in size but there are no buds on mine and my neighbors bloomed last year.

ive heard peonies take several years to bloom after being split up. maybe your neighbors have some magic formula for getting them to bloom so quickly...? we divided our a few months ago, first time ever and its going on 12 years old, and we only have one bud. give it time. along with lots of sun and lots of alfalfa meal!
