I can't find evidence of insects, even with a magnifying glass, but my eyesight fail me often when it comes to minute critters like mites. Could these red bumps and voids be a lack of nutrition? New leaves start to "ripple" as soon as they emerge, older foliage looks okay.

No, primarily new growth with little to no affect on older leaves. I have been spraying the foliage off with a jet of water to dislodge pests if that is the issue. I think there is some improvement in newest growth, but I had a couple of highly affected young leaves that perished.
This is really a now well rooted cutting from 'Divine' that was about to bloom but the buds dried up about the time I noticed the leaf damage. Once I am sure I have it's issues controlled I would love to send it to someone who would like it, but not before. Any additional suggestions that don't involve toxic products appreciated.

I suspect that tiny, sucking insects more easily attack new, tender growth. But I don't know much about spider mites.
