No, these are not the same. The second might be in the sunflower family, maybe.

edit: I say that because the growth habit as it appears in the photo reminds me of Helianthus maximiliani but the blooms don't look quite right to me.

On this distance you simply cannot tell for sure. Do you have a close-up of the flower?

(threadleaf groundsel) which does grow in Utah according to Audobon
