I have heard that the EU is considering regulating seeds?
How will that affect British gardeners? seed banks etc???

The seed banks here have people who have permits & seeds distributed from there. For example we couldn't import seeds, but the iris group SIGNA can.

Yes, to import seeds to USA---one needs a phytosanitary permit.
We do that for the NARGS seed exchange.
