I don't know, but I don't think its a sempervivum.

While I do think this plant is an Echeveria, I don't believe it is 'Black Knight'.
Another possibility is Echeveria colorata v. brandtii as seen at this link:

I'd say it's just slightly etiolated...
Probably an Ech. But possibly an intergenitic hybrid.
