So I've had my jade for about 8 years and re potted it 3 times. About 3 years ago I started putting it outside in the summer months (I live in Philadelphia. PA). For the past 5 or so years its been growing pretty crazy with branches all over the place. I really want to have a thick trunk and a much more sturdy plant that can support itself.

I read last year about pruning the plant and keep nipping the new buds so that the plant focuses on growing thicker instead of taller. I'm not sure if that's correct or not if it's true i'd be pruning half of the plant!!

Anyway, I took a photo of the plant and something weird that's been happening. The stalks are drying up and withering away and breaking off. I assume it's bugs but don't know for sure.

If it was mine, I'd continue to prune off some of the the stems growing horizontally and focus on the thicker trunks. The plant should regrow leaves from the nodes. Generally, leggy etoliated plants are the result of too little light. A very porous and fast-draining soil is most advised for these plants.

I agree with SongofJoy, prune it and get a better soil and it should do fine. Does the pot have drainage holes?

This plant looks a bit chlorotic. Does that pot have a hole in the bottom? How long since the last repot?

All good advise. If I might add mine. The soil is the biggest issue I see. They love a very free draining mix. This is how I lost mine. Use a mix for orchids and them even add some gritty like small stone or like. Also using Bayer 3 in 1 for roses will help with all else. Also those stems cut or fell off could be put in the gritty mix should root and grow. This time of year they could take more water but only if their roots are active.
