I have two cenizos (Texas sage: Leucophyllum frutescens) that are about six feet tall and wide. One is looking very bare this spring, but the other still has quite a few leaves. Can a cenizo leaf out fully again or should I remove the bare one and start over?

Are the branches brittle? If you scratch some bark down low, is it green underneath?

I agree with Celia. It is cold hardy down to 5F, and pretty much pest and disease free. About the only thing that gives them trouble are acidic soil and too much water. Here is some info from the Texas Native Plant database and the LBJ Wildflower Center.

There lots of brittle branches and only a few with any leaves at all. It is growing in alkaline soil that drains well, and the only watering it gets is rain. I'm going to prune off all dead wood and wait to see if it will put on some growth, I had the man with the skid steer skip it when he was clearing brush earlier this week.
