This little KO rose was propagated in 2013, moved to this spot a year ago. It's in too much shade, but the plan was to move it this year to a better spot. ...but only if it's healthy. Is it just puny-looking from improper conditions, or does anyone suspect it has RRD? The branch to the left is what caught my eye.

If more pics are needed, pls tell me what to capture! TY!

My inexperienced guess is that it is just puny - perhaps a bit of some sort of chemical damage on that one branch.

I would just cut the one branch off now, even if it is RRD by catching it this early you might still save it. I would go ahead and move it now also, and fertilize it lightly. Might not get a better chance than this the rest of the year.

As far as I know, Mom's been leaving her front yard totally up to me (since I asked her to,) which means no chems of any kind allowed. But she does have a pest service. IDK what they do, or where. Sure doesn't stop the neighbors' cat from coming over to hunt birds, but that kind of pestilence prob isn't in the agreement. ;)

Larry, I agree. I'd love to if the rain will ever stop! I thought I knew its' destination until seeing that weird branch yesterday. Will let this percolate until Wed., when it's moving somewhere (weather depending...) Pent up errands demand tomorrows' promised NON rainy weather.

Looks like a little rose that needs some TLC to me, too. TLC and a sunny location. I would keep chemicals away from it until it has a chance to grow and recover from the move. Light, organic fertilizers would be good, like Seedfork said. Milorganite, alfalfa pellets, fish emulsion. Rainy, cloudy days are good for transplanting plants. By August, this rose should be big and beautiful!
