I am wondering why Abelia x grandiflora is listed as a synonym of Linnaea x grandiflora. I can find no other information online to support this. I have tried to look at the history of the database entry and can see that there were changes to the name but cannot see the text of the proposals. Is there a way to see this?

The Abelia genus no longer exists. If you look at the listing here in the Catalogue of Life, you'll see that all of the Abelia species have been reclassified as species of other genera. The few Abelia entries that we still have listed in our database need to be updated. (Edited to say there were only two, and I took care of them.)
