These seems like weevils or may be a spider mites. Well, if the infestation in your garden is pretty high then you should hire a pest exterminator in Queens to identify the problem and offer the best solution for this.
Catmint, is it still around? If not that's a good thing if it was a "bad guy". If it's still around can you try for a sharper picture that shows the markings on the back? (It's too big to be a spider mite).

thanks, Sue! Those little bugs are no longer around. They disappeared about the same time that I removed my two rose bushes, which were old and diseased.
