There are web/bag worms on my oldest Oak tree. Trouble is, i can't reach it. Suggestions?

I guess I have a really dirty tree as the web is about 15 ft long now and they are traveling downward. I so want to spray them out of the tree so convince me again? These are benef-icial bugs/ bark lice right??
