I don't see it often but find it handy for my area since I'm coastal I have milder summers.
Helps me grow heat sensitive plants.
Any reason more places don't use it or its everywhere and just haven't noticed it.

I've often wondered why it's not part of this database as well, although I do have to claim ignorance to whatever the heat index is or how it works. I do notice it in just about every garden magazine I look through though so assume it is helpful to folks battling high temps on a regular basis.
I want to live in a world where the chicken can cross the road without its motives being questioned.

Well your location and mine is a perfect example.
We are both 8b based on the hardiness zones. So our winters should have about the same degree of severity more or less.
Now our summer severity is far different. Looking at weather.com for Stanwood WA Augs avg temps are 74F high and 53F low.
Mine are 88F high and 73F low. So your avg high is my avg low.
Now it gets a heck of a lot hotter here in the summer many days well into the 90's and humidity like a sauna fog.
So I'm going to have a tougher time getting colder climate plants to do well were live that other 8b's.
