Hello. Before my mom passed away this year, she gave me a plant of hers. She don't know what it's called but she brought the plant from Thailand and she said it could be used as an herb medicine. This plant does not have leaves. Once in a while (maybe months time) if you're lucky, you will see it will grow a stem full of fragrant blossom (similar to lavender). Please help me identify this plant.

This looks to be a Sansevieria, possibly S. cylindrica.
It makes a nice houseplant and is easy to care for.

I agree, it does appear to be a variety of Sansevieria. Check out these for comparison:

Snake Plant (Dracaena angolensis)
Snake Plant (Dracaena bacularis)
Sansevieria (Dracaena canaliculata)

You didn't state where you live and there may be different varieties available in different areas. I see S. cylindrica for sale here in Florida at times but I've never seen S. canaliculata. Your plant looks more like S. canaliculata to me. Here are side by side pictures of both for comparison:
