Most florescents don't produce much heat. But if you had reptiles closed up in an aquarium, some heat from lights would be maintained. But lights above plants on open shelves, probably not so much. But I'm guessing here. Hilarious!

Another cheap option is under cabinet t5 tube lights. They're probably not the ideal spectrum of light for plants but they work OK.
