They appear to be the same plant, just sending offsets out in a different pattern. This is a common occurrence.
These are not a species sempervivum, but a hybrid sempervivum which is a cross between the two hybrid sempervivum, (S. 'Marietta' x S. 'Denise's Cobweb').
Because of this you can get some variation in plants, but will still look similar.
