In terms of blue spruce sedum, they're pretty tough plants, I took cuttings off of my baby ones and they rooted and are all doing great! In fact it made the parent plants thicker! Thumbs up
You have lots of space to work with! I think doing the idea of a raised bed with no real edge, just let it slope to the hard ground, its the least expensive way to go, and will look more natural in your space (my opinion) To do that you just pile up the compost and soil right up around the stump, all the way up to the top of it - if that's where you want your main bed to be, then you gently pat down the soil on the edges. Most people let this sit for a week or so to "cool" down, but sedums won't mind the heat of the fresh compost (semps wouldn't like it) so you could just plant that up whenever!! Sticking tongue out
