Yep, they'll dry by themselves but I've found if you pick them when they are a nice juicy red color you can more easily get all the seeds out of them than waiting for them to fully dry. When they are fresh you can open them with your fingers, scoop the seeds out with a quick "scoop" of your thumb, then lay the hips on a tray to dry. You could also just go ahead and freeze them as is if you like.
