You could use nursery flats filled with soil to plant them until ready for the garden.
Use the ones without dividers in them. By using flats you can easily control the conditions by moving them to sheltered places, or covering the flat in really adverse weather. You can poke little branches in the corners and middle to support a cloth cover when needed.
