I've never had my Tri-color get leaves like those. I think I would trace them back to where they originate. See if they are actually growing from the groung. If so dig them out. If they are attached to the Tri-color, do as Greg said, trace them back to where they are coming off of a colored Tri-color and cut it off close.
You can still plant the cuttings and enjoy them. Hurray!
