Not sure what you actually have in that bag, FB. To my knowledge, clematis is not a bulb, but rather stems with roots. You might try soaking your bulbs in warm water overnight to see if they plump up again. If they're still firm after soaking, go ahead and plant them in pots. If they grow and get a leaf or two we can help you with an ID at that time.
