I have two neglected Anthuriums which have grown up and out of their pot. I want to repot them but I don't know if it's ok to cut the roots and cover the exposed roots.

Oh my. You need to tease those apart and separate them into singular plants. These look like Adreanums (flamingo flowers) that tend to propagate themselves by making ladder like epiphytic plants spaced along the stem of the original. just tease them apart and replant all the extras.
