I don't think that's it..... Flowers are quite loose and open. They stand about 14"-18" above the ground.

I don't think so. I have Snow on the Prairie growing here and the form is quite different.

LOL, I thought I was seeing white flowers but looking closer, I now see those are leaves and it does resemble Euphorbia bicolor as Kent suggested earlier.
