I have, sometimes to the point of distraction.
So I came up with a remedy for that. We toss out or recycle scoops everyday. Drink jugs, salsa containers, and detergent or Clorox bottles are easily transformed into scoops, custom designed for their special purpose. Then you no longer have to remember where you last used your scoop. I have scoops made to a volume size and some special heavier ones for scooping up nuts and bolts. So let's go make a scoop for every bin and barrel you have.
To cut a scoop from a container, you may want to sketch it out with a marker. Then, using a heavy pair of shears, cut around the container. This is the safest method. You can also use a box knife, but be careful to always cut away from yourself.
If you apply a little glue to the threads of the caps, they will not work loose and get lost.
