What is this tree? Multi-trunk, lots of pod-ish things. Thanks!

It looks like a type of Honeysuckle (Lonicera).

The pod-ish thinks look to be flowers in bud.

Looks like a fringe tree, chionanthus.

My first thought was also some sort of Jasmine. It reminds me a lot of my Night Blooming Jasmine (Cestrum nocturnum) but I don't know if that variety grows in the Los Angeles area and I'm not sure the leaves are a match:

Chionanthus- Fringe Tree. There is one that's from Eastern US, and a Chinese species..
This is the Chinese species in my garden.. It blooms late March, early April here in California, and is deciduous.. Chionanthus retusus


Now that I see Lin's pictures of Cestrum nocturnum.. that could be correct..

Very pretty but probably not hardy in Reno. But I think you guys are right: Fringe Tree.

Cestrum nocturnum does grow in the Los Angeles area, and the leaves look the same to me, but I've never seen it as a tree.

If Cestrum nocturnum flowers will open at night..I have seen it growing as a huge multistemmed tree/shrub.
