Some may scoff, but I get a lot of my flowers, annuals and perennials, and lots of herb seeds on eBay. I limit it to North American sellers (which has only ever shown USA and Canada), and have usually been very happy. I find there are sellers I go back to time and again. I also have it only show "free shipping" and most packages are only a dollar or so.
