I bought plumeria seeds from ebay 2 years ago 6 grew well but 8 looks wrinkly. Could these be saved?

anything dark, soft and shriveled between tip and roots would seem in big trouble.
Plant it and they will come.

None of those appear to be viable. They have experienced some kind of damage right at the soil line, from what I can tell. If there is an area that is hard further up the stem you can cut them and try to root the cuttings. The two on the left appear to have the most chance.
