I have bought many Lavender plants over the years, they are gone in two years.
I am looking for a substitute plant with same bluegreen leaves and spire shaped flowers.
Any suggestions ?

How about one of the taller veronicas, Joanne? Or salvias? I think there are some perennial salvias that will do well in your area....& I have a blue veronica that's been in the garden for many years....of course, I don't know its name! Bees love it, though.

I bought 3 Lobelia Great Blue originally from Burpee's in 2015 - it has bloomed every year since I planted it in full/partial shade. I see it is not available from Burpee's but Bluestone has it.

I did not have any luck with lavender either.

Perovskia might do. Lavender can easily be propagated from cuttings if you find your plants are short lived.
