This photo doesn't look like Salvia apiana. Although the leaves look like S. apiana the inflorescence is more like Salvia clevelandii. It may be a hybrid between the two species.

Possible it came to years ago labeled as apiana, but there seems to often be mislabeling and ID on salvias......
I could be wrong...
