I can see Mealy Bugs on the 1st & 3rd image clearly.
Iron deficiency?
You might want to remove this plant from it's soil, treat for Spider Mites & repot in Fresh soil.

I agree there are a lot of mealy bugs, but I've never seen them make the leaves look like that. There must be another problem.

Mealy bugs do make the leaves look like that. I have been battling them too.
Cut the leaves off and spray the plant, repeat after a week.
