I have recently moved into a house in Atlanta, GA with a neglected flower bed. Some Irises came up this spring but didn't bloom. Is there anything that I can do to get blossoms next spring or should I discard these plants and start from scratch?

Irises need at least six hours of direct sunlight every day to bloom well. When you plant new irises or transplant rhizomes from clump divisions, they often won't bloom the next season because they need an establishment period to grow sufficient roots to nourish a blooming plant. I would save them if I could, maybe just pruning a limb or two to have more direct sunlight.

here's a few tips. Basically, get rid of any weeds, fertilize a bit, thin them, if they are really crowded, and give them some sun.
