I'm new to the colorful world of plumerias. Is it better to use rooted cuttings or seedlings for rootstock? Do seedlings tend to have better root systems? Also the do slightly more cold tolerant white plumeria cultivars pass any cold hardiness onto the scion if they are used as roostock? Thank you.

White plumeria seedlings are the best for rootstock. Seedlings definitely have better root systems. Not sure about passing on the slightly better cold hardiness....
