Will vegetable plants roots grow through landscaping fabric if i grow the vegetables in dirt on top of the fabric?

No they will not. Do yourself a favor and do not use landscape fabric in the vegetable garden. Try the 'lasagna' method. If you aren't familiar with it, you can ask Mr. Googlepants. There are lots of videos about it.
