I am seeing a winged creature crawling all over the soil in one of my raised beds. At first glance, it looks like a house fly in size and movement, but on closer inspection you can tell it is not. I haven't seen them fly and they don't flee from me when I get close. I can easily get a finger over them. Any idea what I'm dealing with?

It is a fly though not a housefly. It probably isn't flying because it's cold.
