I cut back my Plumeria to about 18 inch and the stems are firm and maybe 2 inches in diameter. So far I do not see activity so far??

Is it outside?

Should be cooler in Ohio than Maryland, my plumeria has been outside couple weeks and hasn't grown out any new leaves yet, but I expect them soon enough with recent warm weather.
Plant it and they will come.
