Looks like some sort of daisy, maybe? Shasta daisy (Leucanthemum x superbum)?

The shape of the leaves is what really confuses me.

You're right, I didn't immediately notice that. I've only seen one wildflower with leaves like that, and that is Queen Anne's Lace.

My guess would be chamomile too.

Could also be Scentless Chamomile (Tripleurospermum inodorum). Does it smell?
