I am absolutely obsessed with plumerias and travel often to countries around the world with them. I planted my plumeria cutting in a Vancouver Canada from a Maui USA, 5 years ago and really wanted to be able to make it bloom by now but it's not happening. I have repotted it three times and it just keeps getting taller and taller but no blooms. In the pictures I see of others, they have a more woody stalk. Mine is pretty green. Recently I read to add a new fertilizer to make it bloom, so I did. It has 50 as the middle number which I read helped for blooms. Iv noticed it also has a few burn looking edges and black dots. I have it in a pretty sunny area but I worry that maybe my neck of the woods just doesn't get enough sun for my fav plant. Please see pics and help. I will really appreciate any help.

Plumerias thrive in full , tropical sun. It's unlikely that it will ever bloom as a house plant. Even here in So. Cal. mine are very late to bloom due to foggy mornings lasting longer than normal.
I agree with ctcarol, I've yet to see an indoor plant bloom. It looks pretty healthy, I'd bet if you could find a place out side for it your luck might change. The 50 # is phosphate which helps promote blooms in flowers but without direct sunlight I don't think you will get flowers. What's keeping you from putting it outside?😎
