Will cutting roots grow in bone dry soil?

They need to be watered when first put in pot. Then let dry out until signs of growth. I normally won't let mine get "Bone Dry" but will let them get good and dry before lightly watering them. You should see some signs of growth within a few weeks. Depending on a lot of things such as health of cutting, time of year etc... if it callused over well before planting, it should be able to take a little water hear and there without rotting in my opinion.
