Hey guys so I'm new to here and I've noticed that my plumeria has wrinkles, I water it every time the soil dries out and keep it under 10 hours of sunlight, but the stem is kind of wrinkly, how come?

It looks really good to me.
I don't see a problem and a wrinkled stem is no big deal.
Orchid lecturer, teacher and judge. Retired Wildlife Biologist. Supervisor of a nature preserve up until I retired.

I know that usually a stem like that isn't good so I want to know what's going on and how to fix it, if I can fix it

The one minor adjustment you could try is to water more often.
If it is getting ten hours of sun per day and yet you water every time it dries out, try watering before it dries out. Water it a bit more frequently and after a month or so, see if there is a difference.

yes though I fear overwatering since they're very prone to stem and root rot

Your plumeria looks very good to me. I wouldn't worry about the wrinkles, but you could up the water a little bit while it's actively growing.

Like bill says, a wrinkled stem is no big deal unless it is soft. If it is soft it may be rotting.😎
