Evan that is an Orostachys spinosa, one of which is fasciated (not normal growth). They do grow somewhat like sempervivum and there are many forms that don't look like semps at all.
Orostachys also goes through a much more dramatic dormancy, some plants almost seem to disappear during winter and then regrow in the spring.
The species of spinosa doesn't do that way though, it stays around during the winter, more like semps do. It does send out offsets similar to the way semps do.
