Based on the position of the sepals (green parts of the flower) this plant is not E. pulvinata, and probably not a hybrid of pulvinata, either. On pulvinata flowers, the sepals are pressed up against the petals, not splayed out around them.

I would like to propose moving this image and the other one of the same plant to the genus entry for Echeveria, pending further information. There are a couple of species and several hybrids in the same general ballpark, so I can't say what the plant would be without seeing more of it.
