I planted a Barbados cherry tree in my backyard last month in an area where it has good drainage, and plenty of sun. I planted a tangerine tree in the same general area where the drainage is adequate but it gets plenty of sun too. The cherry tree is doing exceptionally well, as its getting tons of new growth along with dozens of flowers. The tangerine tree, however, has not grown much at all in an entire year since I have planted it which was in March, 2020.

Above is a leaf from the tangerine tree.

What could it be? Fungus? Disease? Pests?
