I just started trying to grow some cuttings and they are getting very wrinkled. Potted 19 days ago in cactus soil. Was instructed not to water. Then 1/2 cup at 3 weeks and in 1-2 months when it has leaves give 1 cup/week. Small leaves are starting to grow but worried about the wrinkling.

They are indoors in Colorado and sit in a south facing window. They are firm, however do seem to have a bit of give when squeezed firmly. They don't feel rock hard.

Any thoughts if they are ok or if I need to do something different?

Cuttings get wrinkles when stored for some time. It's normal. Also doesn't have any roots at the moment to actually take up any water. When the roots form, and the leaves start growing, it will plump back up. Patience is key. Rooting is always the phase for me that I wish I could snap my fingers and be done. Not so much. They look fine to me.
Look deep into nature, and then you will understand everything better.

@jcdoc107 I agree looks your plumeria looks healthy to me.

I had posted an article before when I was gifted branches of Singapore white but got dehydrated. Since the weather was cooler, didn't want to risk watering it in pot and causing root rot. So I just kept wrapping the stem with damp paper towel. It plumped back up.

Fast foward today, they are still in pots but healthier.
