I am amazed at how quickly this is growing.
The first photo was taken May 14th, 2nd photo was taken today, May 31st.
The small new leaf is growing incredibly fast.

My question is, Are the small spikes (circled) going to be Flowers?
I've searched google images for Opuntia Snow and can't find any with these spiky tops.
I thought cacti grew very slowly, but this one is growing incredibly fast.
I have another Opuntia Snow that's developing these spikes at the ends of the leaves, but Much slower.

Also, is it correct to Feed a cactus in the summer?
I've been watering with a very light dilution of Miracle grow. Usually once a week.

The circled points look like new vegetative growth.

Be very careful with the amount of Miracle Gro you use, because their recommendation is incredibly high (an indication to sell more product, not get better results). At the moment I am using a 1:20 dilution of their recommended outdoor dose (yes, 5% of what they call for) and getting excellent results. It's probably best to avoid fertilizer for a while if you're been using it regularly, because the pads are stretching near the top. That's probably mainly due to low light, but extra nutrients won't help. Nutrients are best used very sparingly indoors.

See if you can provide more light. The more, the better indoors. Your plant should "see" the sun for hours a day year round. Can you move the blinds out of the way? I suspect they may be cutting the light for some of the day.

I will keep the dilution rate much less than now. I've been using about 25% recommendation.
I can't remove the blinds but they can be adjusted to let light in more though out the day. And they receive 3 banks of plant lights over 12 hours a day.
