By the looks of the size and condition of the spurs, he must be pretty old. I would guess that those are some type of tumor or fistula depending on how firm it is. Tumors would be more firm, a fistula would be filled with fluid and softer. The thing on the foot appears to be a bacterial infection of an injury. I'd put some antibiotic spray on it after cleaning it, and putting him in a very clean environment until that heals. The other issue my not be so easy to fix. You might be looking for a new rooster soon.
