My idea for recycling a left over part of a broken sola light!

Unbeknownst to me, a first-time home buyer, I purchased a home at the lowest point on my street (there is more to this painful tale that I can disclose at another time). I love my property and spent over the years thousands of dollars I am still paying for to fix flooding in the front of my home. I have rain gardens and rocks but my issue currently is in my backyard. I solved the major flooding that accompanies a "standard" storm but I had an eight hour heavy rain event that brought epic amounts of rain water from the front and back. I live in a increasingly popular neighborhood and receive requests from contractors with money to fix the issues to sell. I found out "off the record" the city could easily fix it by removing the 13 inch pipe with a 32 inch pipe cost about 5 to 6k. The city will not do this, I think, because they would be admitting fault when the approved development without making necessary corrections for drainage. Sigh. Long story I know but I love my home and will live with some water until I can get a compassionate city administration in place. Are there any suggestions to corral water?

All you can do , and this depends on you neighbor and where the house is located is to build berms to divert the water from you property onto the street or any where away from your house that is not occupied.

Does it flow onto your property or just raise up like a pond being filled?

Sigh, if only you could just connect a tube with my garden.. and just let the water flow into my garden..

This looks like water is flowing onto your property from the city street? if that is the case, you need to put in writing to them that need to address the issue with you, within X number of days-30 days? and that you will be getting an attorney. The cannot divert water from public right of way onto your private property.
