I don't know the plant but it's so sad to see so much trash. I always take a few plastic bags to any beach and unfortunately, they are often needed to fill with trash. I can't see trash on a beach and not pick it up.

Could it be Heterotheca subaxillaris? Pictures of it seem variable but some look close:

Yes, or it could be butterfly pea, maybe.... I don't know if it is poison ivy, but we just avoided it.
