More info is always helpful, if possible.
One leaf pic is almost never enough, though I will make a point about why more is almost always better.
English Oak (Quercus robur) has pedunculate leaf bases, and your one leaf image seems to indicate this characteristic. This quickly separates an English Oak from most/all eastern North America white oak group species, including White Oak (Quercus alba).
I don't know the Oregon White Oak (Quercus garryana) well enough to say categorically, but I suspect its leaf bases have no "earlobes".
