a friend sent me this picture to see if I could ID the plant...it looks to me like some sort of hardy hibiscus or Rose of Sharon but am not really familiar with the finer distinctions of these plants. Anybody here know what it might be? Growing in Washington state 8b.

It looks like the Rose of Sharon plants I see in my area - double flowers.

I agree, Hibiscus syriacus (Rose of Sharon), a double bloom variety. There are likely many in that color range. Here are a few photos from our database for comparison:
