We planted seeded dahlias this year. However, the roots look like they are bulbs. Can those bulbs be saved and planted next spring?

They would be tubers - so yes you can lift and save even divide them if you want more - ideally between 40-50°. All sort of methods of storing that people use. I store my tubers having been rolled in cinnamon and wrapped in plastic wrap stored in crates in the basement.
