This is the second winter this has happened. When I purchased it, my sizzle frizzle had plenty of pretty spiral leaves. I let it go dormant over the summer, and I left it in the smaller pot, because I read that it preferred tight fits. But now it only puts out one leaf for the entire winter.

Does it need a bigger pot? Fertilizer? Less water, more water?

I'm watering it once a week. I live in Phoenix, and it's in a south-facing window, so it should be getting plenty of light.

A couple of us on this Forum got Albuca spiralis a couple years ago. Mine rarely goes dormant but I also rarely water it. Hilarious!

I'm really not sure what the recipe for success is with these plants. The only good information I've ever gotten was if it has leaves, water. Mine is in a 4 inch pot and is watered every couple weeks at the most. It sits by a Senecio scaposus, also in a 4 inch pot. When the Sececio wilts, I water them both. But if the Albuca doesn't have leaves, it doesn't get watered.

It seems after a couple years, yours should be much larger than it is. Mine has a second bulb.

I think it needs to be outside. I suspect inside it is simply not getting warm enough for it to do much. I just got a bunch and a person I occasionally swap plants with in Tucson who has a number of them told me to keep them in a good amount of sunlight outside and water them pretty frequently and then let them go dormant in the summer.
Now if yours has been inside I would not put it outside without an adjustment period, but it would be something to try.

Here's a photo of mine. This is its third winter. It was one bulb, but has increased to three now. It is outside and gets at least 6 hours of sun each day. That is the trick. If they don't get enough sun, the leaves won't curl, and once a leaf comes out straight, it won't curl. I water it when it's dry. After it blooms in the spring, I stop watering it and set the pot in the corner of the patio and forget about it. In the fall, I pull it out and start watering it. Growth is almost immediate.

Thinking about it, my Albuca spiralis sits in my south facing greenhouse up against the wall. No obstructions so the light is pretty intense. And its hot! The temperatures in the greenhouse in summer are often over 100F and in winter, when the sun is shining, 90F. I think the only difference in care is I water when there are leaves and don't when there aren't. No forcing... do it or don't do it (lose leaves and go dormant - or not).
